You can explore the open world, where each terrain has unique resources. Once you find a suitable place, you can establish your country. You must also gather supplies necessary for exploration.
Allows you to carry and store survival equipment for exploration. Accessible by pressing the Tab key.
When you find a suitable area, press the M key to select a name, capital name, and flag for your country.
After forming a government, you can modify the surrounding environment by flattening, raising, or lowering the terrain. Accessible by pressing the C key.

The game world is divided into equal square parcels. Each parcel has unique resource values and can accommodate up to 16 economic facilities.
